Green Room Scout Fellowship
Constitution

1. Name
   The name of the fellowship is to be the Green Room Scout Fellowship, as approved by the Area Commissioner in Dec 2001 and herein referred to as the "Green Room". It is formed as a Scout Fellowship within the City of Aberdeen Scout Area in accordance with the Policy, Organisation and Rules of the Scout Association (amendment No 3, dated Aug 1998)
2. Membership
   Membership is open to any person subject to the conditions of POR Rule 10 and the following additional conditions :-
   1. Any Member of the Green Room may make nominations for membership. Following application, a majority vote of the full membership will be required to either approve or deny the nomination.
   2. Prospective members shall not be in direct contact with Beavers, Cubs, Scouts or Ventures or be responsible for any Scouting activity unless they hold a valid Scouting warrant or the Confidential Enquiry and reference forms have been approved. It is the responsibility of the Fellowship Chairman and Committee to ensure that a valid warrant is held or that details of prospective members are passed to the Green Room Secretary for approval.
   3. All members will pay an annual fee.
   4. All members must provide Active Support to Scouting.
3. Administration & Organisation
   1. Within the Green Room there will exist 4 Executive posts, these being: Chairman, Vice Chairman, Treasurer & Secretary
   2. In order to comply with the Data Protection Act (1998) a Record Keeper shall be elected by the membership to act as "Data Controller" and keep membership records and other relevant information.
   3. All Executive Committee posts and the post of Record Keeper should be nominated and seconded by a member of Green Room each year at the AGM. Any member of the Green Room can propose a vote of no confidence after a period of six months. Validation of such vote of no confidence shall require signatures of at least 50% of membership, on production of which an EGM will be called within six weeks
   4. The position of Chairman is subject to the approval of the Area Commissioner and a list of all nominees for this position will be passed to the Area Commissioner for approval prior to the AGM
   5. The AGM should be held once a year in autumn and a quorum should consist of ten members.
   6. Where a decision of the Green Room is required, a vote will be held at a business meeting. A majority is then deemed to be the majority of members attending that meeting. All members must be given seven days notice of such a meeting.
   7. Matters requiring majority decisions are:-
      • Change to the Constitution
      • Election of posts as in 3a
      • Any other matters as deemed necessary
4. Finances
   1. The Treasurer is responsible to the Green Room for the collection of subscriptions and the preparation of the annual accounts in March of each year or the preparation of a statement of accounts when requested. The annual accounts must be inspected or audited in accordance with the requirements of POR and the Charities Commission and a copy forwarded to the Area Treasurer
   2. Subscriptions are to be paid annually before 31st December. The amount of subscriptions is to be decided annually.
   3. A bank account (as defined in POR) must be maintained by the Green Room Treasurer. The account will be managed by at least two signatories.
   4. A period of 28 days is allowed for the payment of subscriptions after due date. After 14 days have elapsed, voting rights are suspended, and after 28 days, it will be assumed that the member has left Green Room unless notified otherwise.
5. Activities
   1. The primary purpose of the Green Room is to provide Active Support to Scouting in Aberdeen, in accordance with the remit reviewed annually with the Responsible Commissioner.
   2. Agreed activities can be organised by any member of the Green Room who will then hold full responsibility for all organisational procedures connected with that activity.
   3. Such activities should be organised and conducted in accordance with the current copy of POR.
   4. The Green Room shall also provide a facility for helping other Scout sections, the Scout Area and the general community whenever requested, and subject to availability, to meet such requests.
   5. The Green Room shall also provide a programme of varied social activities suited to the interests of the membership, although this is not the prime purpose of the Scout Fellowship or individual membership.
